What does this accounting service option provide?

This accounting service allows energy flows to be distributed between a lead site and a hosted site (site en décompte) based on RTE’s meters.

If you are a lead site, this service allows you to differentiate energy flows corresponding to a hosted site.

If you are a hosted site, this service allows you to isolate your energy flows and the energy produced by your generation unit(s). Your flows will be assigned to the balance responsible party of your choice, which may be separate from the one chosen by the lead customer.

How do I subscribe?

Each customer must subscribe to an accounting service with RTE.

The contracting steps are as follows

You are a lead customer:

You need to request RTE to install meters You are then required to :

  • Contract with RTE  an Optional Services Contract (Contrat de Prestations Annexes) in order to subscribe to the "accounting service : Option A", and choose the billing terms (cheque, wire transfer or direct debit).

  • Accept the CART update proposed by RTE, to take into account the new meters

  • Inform your balance responsible party of the subscription to the accounting service.

  • where relevant, accept the update of your operating agreement.

Note: if you have more than one hosted site, you need to subscribe to as many services as there are hosted sites.

You are a hosted customer (client en décompte):

You must:

  • Contract with RTE an Optional Services Contract in order to subscribe to the "accounting service : Option G", and choose the billing terms (cheque, wire transfer or direct debit).
  • Designate a balance responsible party for your site by providing an attachment agreement (Appendix 3.A5 available in Chapter 3 «Balance Responsible Party System» of the Market Rules).
  • Designate a Scheduling Agent for the Generation Unit(s), providing an attachment agreement (Appendix 1.A4 available in Chapter 1 «Scheduling System» of the Market Rules). 
  • If relevant, include the Generation Unit(s) in a Balancing Entity (BE) as part of the Balancing Mechanism.

Conditions

To subscribe to this option:

The hosted site

  • is located downstream of the lead customer site Connection Point(s).
  • is a generation site.
  • has a different SIRET number from the lead customer site.

The lead customer holds a Consumer or Generation CART.

The minimum duration of subscription for the service is one year.

If the service is terminated, RTE shall, at its cost, proceed with the removal of the metering equipment associated with the service previously subscribed to.

Service tariff or fee

For the lead customer

The charges consist of:

  • A fee for management costs on subscription to the service: 3360 Euros.
  • Of a set annual management fee: 360 Euros/year.
  • If necessary, a set fee in case of voluntary islanding[1]: 100 Euros/ voluntary islanding.

These fees are billed semi-annually.

[1] Voluntary islanding is a temporary disconnection from the PTS and a self-supply of electricity to protect against any incidents resulting from the public transmission system. In this case, the generation facility no longer has access to the market and non-zero injection flows measured on the metering of the hosted generationmust be suspended (set to zero) for the metering of flows under the balance responsible party system.

For the hosted customer

The charges consist of:

  • A fee for management costs on subscription to the service: 3360 Euros.
  • Of a set annual management fee: 360 Euros/year.
  • If applicable, a fee for management costs related to the modification/reconfiguration of the service. This includes the balance responsible party change: 2560 Euros per modification/reconfiguration.

To this are added the metering fees provided for in the TURPE:

These fees are billed semi-annually.
