As stated in the NEBEF Terms and Conditions 3.5, RTE launched an experiment on the possibility of monitoring load reductions achieved from measurements obtained at a lower scale than that of the site, on 1 June 2021.

The purpose of the experiment is to identify whether implementing submetering would:

• allow the emergence of new target markets;
• improve accuracy of the load reduction measurement;
• not generate risk in terms of the reality of load reductions: no effects of “compensation within the same site”.

During the experiment, eligible sites will be able to sell their demand response capacities through the NEBEF system based on this submetering. This is not yet available on the Balancing Mechanism, however.  Selling capacity on NEBEF also enables selling on the capacity mechanism and the Demand Response call for tenders.

Feedback will be gathered in 2025 to decide on maintaining this system.

Experimental framework

Each market player can participate with the following limitations:

• Limit in the number of sites: 100 sites for the remotely-read and 5 000 sites for the profiled consumers
• Load reduced power limit: 100 MW per market participant

Global power limit for all market players: 500 MW

Load reductions check method available as part of the experiment:

All load reductions check methods are eligible for experimentation.

• The "rectangle of two reference periods" and "site-to-site algebraic rectangle" methods for sites that are eligible.
• The "demand forecast" method  for sites that are eligible for it.
• The "consumption history" method for sites that they are eligible for it.

To participate in the submetering experiment, you must

As demand response aggregators:

• hold a qualification as a Demand Response Aggregator for the profiled customer

or

• obtain the Qualified Demand Response Aggregator qualification for a customised experiment if not already obtained

Requests for qualification for Demand Response Aggregators are made via Annex 10 of the NEBEF Terms and Conditions 3.5 to which the Demand Response Aggregator’s qualification file must be attached. 

For the sites you operate:

• for profiled sites, provide justification for the appropriateness of the use of submetering for all the typical configurations of the candidate sites
• for remotely-read sites, obtain the status of qualified Consumption Site for submetering by preparing a qualification application file. It is possible to compile a single qualification file for several remotely-read consumtion sites, up to a limit of 20 sites, in compliance with the similarity criteria described in the NEBEF Terms and Conditions 3.5 . In this case, the table template can be used to enter the characteristics of the sites. 

The status of Qualified Demand Response Aggregator for submetering or of Qualified Consumption Site for submetering  are obtained following a document analysis and audit on the site of demand response aggregators or their providers by APAVE, the audit body selected by RTE at the end of a call for tenders.

The demand response aggregators must place an order directly with APAVE for qualification. The tariffs for these qualification services, negotiated by RTE, are provided to the market participants on request to APAVE at the following address: evry@apave.com, stating the following in the subject line "RTE - Request for Submetering Qualification Audit".

RTE publishes the List of Qualified Operators for Submetering.
