On May 5, 2026, RTE will launch the first day-ahead call of tenders for the contracting of downward mFRR.

Article 32(2) of the Electricity Balancing Regulation requires that the procedure for procuring balancing capacity be carried out, where possible and where economically efficient, on a short-term basis. This principle is reinforced by Article 6(9) of Regulation (EU) No 2019/943 of June 5 2019 on the internal electricity market, which stipulates that the contracting of balancing capacity must take place no earlier than one day before the provision of the balancing capacity, with a maximum contract duration of one day.

Following a consultation phase and a public consultation carried out between late 2024 and early 2026, RTE submitted the draft text of the RR-RC V6 Rules to the CRE for approval. The terms and conditions for contracting and using downward mFRR, already approved by the CRE in January 2025 , are confirmed in the decision dated March 5 2026, which specifically announces the launch of a new upward mFRR product for the end of 2026.

These two new mFRR products will be contracted in one-hour intervals and are characterised by:

  • A validity period of 1 hour and a contract period of 24 hours, meaning that the energy can be activated at any time of the day during which the BSP is selected in the daily tender, which takes place at 10 a.m. on the day before the delivery date,
  • DMO (Mobilisation Lead Time) 13 minutes or less,
  • DOmin (Minimum usage period) 15 minutes or less,
  • DNA (Neutralisation Lead Time Between Activations) of 30 minutes.

Terms for participation

To participate in this new tender, applicants must hold a participation agreement as a BSP under the current chapter 2 of the Market Rules relating to the “balancing mechanism“ and sign a participation agreement to the Manual Frequency Restoration and Complementary Reserves rules.

The terms and conditions of the daily tender are set out in Article 7.H.4 of the RR-RC rules.

Connection to the platform

Permission to the RACOON application is required in order to be able to participate in the day-ahead call for tenders. A permission request with the list of expected users must first be sent to RTE and requires a PKI certificate for each of the required users. For users who do not yet have PKI, a creation request can be made upstream on the RTE Services Portal.

Publications of the call for tenders results

The results of the daily call for tenders will be published on the RTE Services Portal in accordance with the following terms:

  • Total volume selected and marginal price for each direction at 15-minute intervals
  • Downloadable history file on each quarter.

The data will also be available by API (Balancing Capacity).
