RTE is now connected to the European PICASSO platform for aFRR bids exchange since April 2nd, 2025.

In line with the European Electricity Balancing regulation, RTE joined the PICASSO platform (Platform for the International Coordination of Automated Frequency Restoration and Stable System Operation) on April 2nd, 2025. This connection now enables the exchange of aFRR energy bids with the following participating European countries: Germany, Austria, Czech Republic, Netherlands, Belgium, Denmark, Slovakia, Bulgaria, Greece, Lithuania and Finland.

The activation of aFRR bids is now carried out according to the European Merit Order, ensuring priority is given to the most economically efficient solutions at the European level.

To ensure operational security and support the change management process, cross-border exchanges will be progressively ramped up over a period of 4 weeks.

This connection strengthens the integration of energy markets and contributes to optimising the management of reserves at the European scale.
